In accordance with Section 103 of Article 5-A of the General Municipal Law, sealed Bids for the construction of the Newark Public Library Roof will be received by Village of Newark, at the office of the Village of Newark, 100 East Miller Street, Newark, New York 14513, until 1:00 PM local time on May 6, 2020, at which time the Bids received will be publicly opened and read.
The Work is generally described as: Remove approximately 8,200 S.F. of existing asphalt roofing system and replace with new asphalt shingle roofing system, deteriorated sheathing, box vents, ice and water shield and flashing. Remove and replace approximately 520 S.F. of existing membrane roof system, including: membrane, insulation, coping, penetrations, blocking, flashing and crickets. Clean, resecure & reseal existing gutters and downspouts and provide new downspouts in missing downspout areas. Alternates shall include removing and replacing with all new gutters, facias, soffits, downspouts, flashing, trim, as well as providing ice and water shield 100% coverage under all asphalt roof shingle areas.
Sealed Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, with alternate bid items as indicated in the Bid Form.

Drawings can be picked up at any of Avalon Document Services’ locations.
1. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive an Electric Download of the Bidding Documents.
2. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive a CD with electronic copies of the Bidding Documents. If the CD is to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.
3. For a non-refundable fee, printed copies of the Bidding Documents may be obtained from the Avalon Planroom. If the documents are to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.
The Bidding Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Bidding Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes.
Bidding Documents also may be examined online through internet based construction information subscription services.
The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Village of Newark, nor Engineer, nor Avalon will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
The Village of Newark, Wayne County, New York, reserves the right to reject any or all bids, or to waive any informalities, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.
Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum Wage Rates to be paid under the Contract.

A Pre-Bid Conference will be held on April 23, 2020 at 1:00 PM local time at 121 High Street, Newark New York where Representatives of the Owner and Engineer will discuss the Project. Attendance at the pre-bid conference is highly encouraged but is not mandatory. Anyone interested in attending the Pre-Bid Conference should email MRB (MRB.ARCH@MRBGROUP.COM) no later than April 21, 2020 to get updated information on the logistics of the conference.
Bid security shall be furnished in accordance with the Instructions to Bidders.
