Town of Sweden Sidewalk Project

The project consists of the construction of sidewalks in multiple locations throughout the Town of Sweden and is partially funded by Monroe County from the U.S. Department of Housing and Urban Development (HUD). Sidewalks are to be constructed along the north side of Holley Street, from its intersection with Redman Road, to the Town/Village line (± 3,000'), along the east side of Owens Road in two sections spanning from State Route 31 to South Ave (± 1,350'), and along the west side of Isla Way and north side of Persistence Path from the Town Park boundary to Mull Lane (± 1,550'). Construction of a crosswalk across Redman Road at its intersection with Persistence Path, within the NYSDOT Right of Way is also proposed, along with related curb ramp construction and signage installation. Also included in the project is the construction of a concrete apron, concrete pad, and concrete curb along the frontage of the existing highway facility located at 40 White Road, Brockport, NY 14420.

In accordance with Section 103 of Article 5-A of the General Municipal Law, sealed Bids for the construction of the Town of Sweden Sidewalk Project will be received by Town of Sweden, at the office of the Town of Sweden, 18 State Street, Brockport, NY 14420, until 10:00 AM local time on May 7, 2020, at which time the Bids received will be publicly opened and read.

The project consists of the construction of sidewalks in multiple locations throughout the Town of Sweden. Sealed Bids will be received for a single prime Contract. Bids shall be on a unit price basis, with conditional items and additive alternate bid items as indicated in the Bid Form.

In accordance with Section 101.5. of Article 5-A of the General Municipal Law, Bidders shall submit with its bid a separate sealed list that names each subcontractor that the bidder will use to perform work on the contract, and the agreed-upon amount to be paid to each, for: (a) plumbing and gas fitting, (b) steam heating, hot water heating, ventilating and air conditioning apparatus and © electric wiring and standard illuminating fixtures.

3. For a non-refundable fee, printed copies of the Bidding Documents may be obtained from the Avalon Planroom. If the documents are to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.

The Bidding Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Bidding Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes.

The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither the Town of Sweden, nor Engineer, nor Avalon will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

The Town of Sweden, Monroe County, NY, reserves the right to reject any or all bids, or to waive any informalities, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.

Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum Wage Rates to be paid under the Contract.

Minority and Women’s Business Enterprises and Section 3 firms are encouraged to apply.

This project is funded under the Community Development Block Grant (CDBG) Program, as administered by the NYS Office of Community Renewal and is subject to the provisions of Section 3 of the HUD Act of 1968, as amended and other CDBG Program regulations. Prospective bidders should review the CDBG requirements included in the contract documents.

A Pre-Bid Conference will be held on April 30, 2020 at 10:00 AM local time at Via Tele-Conference. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.
