In accordance with Section 103 of Article 5-A of the General Municipal Law, sealed Bids for the construction of the Town of Pavilion Water Storage Tank Replacement will be received by Town of Pavilion, at the office of the Town of Pavilion, 1 Woodrow Drive, Pavilion, New York 14525, until 11:00 AM local time on June 25, 2020, at which time the Bids received, Bids will be opened and read via conference call and dial-in information will be provided by addendum.

The Town of Pavilion Water Storage Tank Replacement consists Contract A – Water Main Installation, involving providing the equipment, materials and labor to install approximately 6,100 linear feet of 12” water main, fire hydrants, and appurtenances along portions of York Road, Contract B – Tank Installation, involving the installation of an elevated water storage tank, building, vault off of York Road and modifications to the Dillon and York Road PRVs within the Town of Pavilion.

Sealed Bids will be received for two (2) Contract. Bids shall be on a unit price basis, as indicated in the Bid Form.

Separate sealed Bids will be received for:
Contract A – Water Main Installation
Contract B – Tank Installation and PRV Modifications

1. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive an Electric Download of the Bidding Documents.
2. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive a CD with electronic copies of the Bidding Documents. If the CD is to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.
3. For a non-refundable fee, printed copies of the Bidding Documents may be obtained from the Avalon Planroom. If the documents are to be shipped, the Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs.

The Bidding Documents must be obtained through the Avalon Planroom in order to be considered a Plan Holder of record. Bidding Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes.

Prospective Bidders may examine the Bidding Documents at the MRB Group, 145 Culver Road , Suite 160, Rochester , NY 14620 on Mondays through Fridays between the hours of 8:30 AM and 4:30 PM.

The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Town of Pavilion nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

The Town of Pavilion, Genesee County, New York, reserves the right to reject any or all bids, or to waive any informalities, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.
Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum Wage Rates to be paid under the Contract.

A Pre-Bid Conference will be held on June 18, 2020 at 11:00 AM local time via conference call, dial-in information will be provided by addendum. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis, minor components, and pig iron waiver apply to this contract.
