The Town of Irondequoit will receive sealed Bids for the Lake Ontario REDI Irondequoit Bay State Marine Park and Culver Road Storm Sewers Project Construction Contract Playground. Bids will be received and publicly opened and read at the following place and time:

Bids received by the Town after the time specified for the bid opening will be date stamped as evidence of late arrival and returned to the bidder unopened. The bidder assumes the risk of any delays in the United States Postal Service or any other delivery service. The time clock located in the office of Irondequoit Department of
Public Works is designated the official timepiece for submission of bids.

The project consists of construction of a new playground at the Irondequoit Bay State Marine Park. Work consists generally of installation of Owner provided playground equipment, installation of fencing, concrete barrier strip and playground mulch.

Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below. If you have any questions about purchasing, please call the Rochester office (585) 242‐9999 and ask to speak with Michael Byrne.

Bidding Documents may also be examined Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m. at no expense at: the Town of Irondequoit Department of Public Works, 1280 Titus Avenue, Rochester, New York 14617. Bidding Documents may also be viewed at the Rochester Builder’s Exchange (www.robex.com) and Dodge Data & Analytics (www.construction.com).

Bidding Documents may be ordered by registering with the Issuing Office
(Avalon, www.avalonrochplanroom.com). Following registration and payment of a non‐refundable cost of $10 (payable to Avalon),
complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as portable document format (PDF) files or provided on compact disc. Printing and associated costs will be the responsibility of each party acquiring the Bidding Documents. Prospective Bidders must be registered with the Issuing Office to receive notice of addenda.

Bidding Documents will be available on or after August 27, 2020. Printed copies of the Bidding Documents will not be provided.

Bidders are required to comply with the prevailing wage rates as prescribed by the laws of the State of New York. Wage rates are included in the Project Manual as required by New York State law for the convenience of the Bidders. Bidders shall confirm the rates prior to the Bid and assemble Bid prices accordingly.

The Owner is exempt from the payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment and supplies sold to the Owner pursuant to this contract. Also exempt from such taxes are purchases by the Bidder and his vendors of materials, equipment and supplies to be
sold to the Owner pursuant to the Contract, including tangible personal property to be incorporated in any structure, building or other real property forming part of the Project. These taxes are not to be included in the Bid.

Each Bid must be accompanied by certified/bank check or bid bond in an amount not less than 5% of the amount of the Bid. If, upon acceptance of his Bid, a Bidder fails to enter into a Contract with the Town of Irondequoit the bid security shall be forfeited to and become the property of the Owner.
Each Bid shall include a completed non‐collusion bidder’s certificate in accordance with Article 26 of the Instruction to Bidders. Bid security shall be furnished in accordance with Article 8 of the Instructions to Bidders.

Time of commencement of the Work and Contract Times for completion shall be in accordance with Article 5 of the Agreement.
