The Village of Alexander will receive sealed bids for the Wastewater Collection and Treatment
System Improvements. Contract No. 1 will include equalization/surge tank pump replacement,
repair and recoating of process tanks, process air system replacement, collection system pump
replacements, new generators, and an alternate for replacement of rotating biological contactor
system (RBC).

Bids will be received by the Village of Alexander on the 15th day of September 2020 until 2:00
p.m. local time at which time and place they will be publicly opened and read aloud. Bids
submitted by fax will not be accepted.

The Contract Documents may be reviewed and ordered through the Avalon Plan room website at:
www.avalonroch-planroom.com/ in the “Public Jobs” section. If you do not have internet access or
have questions on ordering from the site, please contact Avalon Document Services at (585) 242-
9999. Drawings can be picked up at any of Avalon Document Services’ locations.

1. A deposit of $100.00 will be required for each set. Cash deposits will not be accepted. If
bid documents are to be shipped, then Bidder must furnish Avalon with the Bidder’s active
UPS or Federal Express account number or pay Avalon for all shipping and handling costs.
Also, required is Federal I.D. Number or Social Security Number at time of purchase. All
deposit checks are to be made payable to the Village of Alexander. A refund will be made
by Village of Alexander in the amount of $100.00 to Bidder(s) or $50.00 to Non-Bidders,
for the return of all the sets in good condition within (30) days of the bid date.

2. For a non-refundable fee of Seventy Five Dollars ($75), interested firms may request and
receive an Electronic download of the bidding and contract documents.

3. For a non-refundable fee of Seventy Five Dollars ($75), interested firms may request and
receive a CD with electronic copies of the bidding and contract documents.

The Contract Documents must be obtained through the Avalon Planroom in order to be
considered a Plan holder of record. Bids will only be accepted from Plan Holders of record.
Only written Requests For Information (RFI) will be accepted. RFI’s will be accepted until
12:00 p.m. (Local Time) on September 11, 2020, at the office of the Engineer to the
attention of Scott Lawler via email: slawler@mountainengineers.com.

A pre-bid meeting will be held on September 9, 2020 at 9:00am at the Village of Alexander
Wastewater Treatment Facility, behind address 10505 Main Street.

Each bid must be accompanied by a certified check or bid bond from a domestic carrier licensed to
do business in the State of New York in the amount of not less than five (5%) of the amount of the
bid submitted.

Bidders on this work will be required to comply with the President’s Executive Order Nos. 11,246
and 11,375 which prohibit discrimination in employment regarding race, creed, color, sex, or
national origin.

The successful bidder must be an equal opportunity employer, must meet all appropriate State and
Federal standards, comply with all relevant governmental regulations, and all funding agency
requirements.

The Village of Alexander strongly encourages Bidders to participate in M/WBE and Section 3
businesses. There are M/WBE participation goals required for this project.

Refer to contract documents for all funding agency requirements. American Iron and Steel (AIS)
requirements shall apply to this project. All listed iron and steel products used in this project must
be produced in the United States.

Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive
bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New
York.

Security for Faithful Performance: The successful bidder will be required to furnish Performance
and Labor and Material Payment Bonds written by firms licensed to do business in New York
State, each in the amount of one hundred percent (100%) of the contract amounts in accordance
with the provisions of the Contract Documents.
Sales and Use of Tax Exemptions: The Village of Alexander is exempt from the payment of sales
and compensation use taxes of the State of New York and of cities and counties on all materials,
equipment, and supplies sold to the Village of Alexander pursuant to this contract. Also exempt
from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment,
and supplies to be sold to the Village of Alexander pursuant to this contract, including tangible
personal property to be incorporated in any structure, building or other real property forming part of the project. These taxes are not to be included in the Bid.

All bids shall be binding for a period of forty-five (45) days after the bid opening date. The Village
of Alexander reserves the right to reject any and all bids and to waive any informalities therein.
