Refundable Deposit in the amount of $80 payable to City of Canandaigua

In accordance with Section 103 of Article 5-A of the General Municipal Law, sealed Bids for the construction of the Water Treatment Plant Tank Transmission Main will be received by City of Canandaigua, at the office of the City of Canandaigua, 205 Saltonstall Street, Canandaigua, New York 14424, until 10:00 AM local time on March 23, 2021, at which time the Bids received will be publicly opened and read. Due to the restrictions on in-person gatherings as a result of the COVID 19 pandemic, public attendance at the opening of the bids will not be allowed. If there is interest, a Zoom meeting link will be provided for the bid opening.

Sealed Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form.

The Contract Documents may be viewed and ordered through the Avalon Planroom website at: www.avalonroch-planroom.com/ in the “Public Jobs” section. Drawings can be picked up at any of Avalon Document Services’ locations.

1. A deposit of $80.00 will be required for each set. Cash deposits will not be accepted. If bid documents are to be shipped, then Bidder must furnish Avalon with the Bidder’s active UPS or Federal Express account number or pay Avalon for all shipping and handling costs. Also required is Federal I.D. Number or Social Security Number at time of purchase. All deposit checks are to be made payable to the OWNER. A refund will be made by the OWNER in the amount of $80.00 to Bidder(s) or $40.00 to Non-Bidders, for the return of all the sets in good condition within (30) days of the bid date.
2. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive an Electric Download of the bidding and contract documents.
3. For a non-refundable fee of Ten Dollars ($10), interested firms may request and receive a CD with electronic copies of the bidding and contract documents.

The Contract Documents must be obtained through the Avalon Planroom (issuing office) in order to be considered a Plan Holder of record. Bids will only be accepted from Plan Holders of record.

Prospective Bidders may examine the Bidding Documents at the MRB Group, 145 Culver Road, Suite 160, Rochester , NY 14620 on Mondays through Fridays between the hours of 8:30 AM and 4:30 PM.

The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither City of Canandaigua nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

The City of Canandaigua, Ontario County, New York, reserves the right to reject any or all bids, or to waive any informalities, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.

Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum Wage Rates to be paid under the Contract. Additionally, bidders are directed to the requirements of the funding agencies involved with this project, including EFC and WIIA. M/WBE goals apply to this project and M/WBE contractors are encouraged to submit a bid. The goals are based on project funding with a WIIA grant only and local financing (Non DWSRF).

A Pre-Bid Conference will be held on March 16, 2021 at 10:00 AM local time at 3773 West Lake Road, Canandaigua New York. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
